The Mexican state of Quintana Roo is proposing a new $5 per person tax for all cruise ship passengers. If approved, the new tax would take effect on Jan. 1, 2025.

The tax, which is part of the proposed 2024 Fiscal Package, would be paid when cruisers purchases their cruise, collected by the cruise lines, and forwarded to the state.

According to Riviera Maya News, the tax would help fund projects to improve infrastructure and respond to natural disasters, like hurricanes.

Two of Mexico’s most popular cruise ports are located in Quintana Roo – Cozumel and Costa Maya. While there were fewer ship visits in 2023, the number of passengers increased from 4.1 million to almost 4.3 million (Jan. 1 to Oct. 8, 2023).
